Florian's mirror was added to our web page when he offered it:

http://elrepo.org/tiki/Download

but not yet to the elrepo-release package. I was hoping to add
kernel.org as well but this was denied (as seen on this list). I am
now asking two places that seem to be maintaining the elrepo files if
it is ok to list them on our mirror list. I have not received any
reply as of today. I will wait for a few more days before updating the
release rpm.
