Are you controlling the wireless settings using the network service or
the NetworkManager (NM) service?
If using NM, then can you see access points that are broadcasting their
ssid? Left clicking on the top panel NM icon should show you a list of
access points in your area. If you do not broadcast a ssid, then you may
need to temporarily enable ssid broadcast for testing.
Also, you should temporarily disable encryption on the NIC and the
access point until you can make an unencrypted connection work. At the
early stages, encryption issues can mask connection issues.
Also, if your access point filters by MAC, be sure your wireless MAC is
in the allow list or just turn off MAC filtering for testing purposes.
Regarding the Dell firmware, I had a lot of trouble with making
encrypted connections using the original firmware. The later version
(R174291.EXE) has worked without issues and has never caused me any
trouble. Might be worth trying it.
