[elrepo] LAN driver install w/o network?

What utility is supposed to automatically configure ifconfig devices that
are present with driver accounted for?  The reason I ask is the following:

root at localhost ~]# ifconfig -a
eth0      Link encap:Ethernet  HWaddr 50:E5:49:2E:5E:FC
          BROADCAST MULTICAST  MTU:1500  Metric:1
