Phil,

Sorry for the delay and many thanks for the effort but there seem to be 
problems with the new driver. The errors I'm getting are:
PowerXpress error: Cannot stat '/usr/lib64/fglrx/switchlibGL': No such file or directory 
Failed to initialize libglx for discrete GPU

These errors go away when using the ATI installer (which I'm running right 
now). Even though the errors are gone PowerExpress is not really 
functioning, but this is another story and it's not something ElRepo can 
fix. :-)
Anyway, your rpm leaves out some files as it seems.

I tried the following on 2.6.32-131.2.1.el6.x86_64:
kmod-fglrx.x86_64 : fglrx kernel module(s)
fglrx-x11-drv.x86_64 : AMD's proprietary driver for ATI graphic cards
fglrx-x11-drv-32bit.x86_64 : Compatibility 32-bit files for the 64-bit 
Proprietary AMD driver
- the packages from elrepo-testing
- also I tried with selinux in permissive mode as well, same result

Happy to test whenever you have newer packages.
