I'm not sure what the position is atm with OpenAFS 1.6.x and moving it 
to the main repo. We currently have 1.4.x in the main repo and I'm not 
sure how easy it is to migrate from 1.4.x to 1.6.x (I don't use 
OpenAFS), hence IIRC (but I could be mistaken) the decision was to leave 
1.6.x in the testing repo for now.

Hopefully Jake might be able to comment as he oversees OpenAFS at elrepo.
