[elrepo] Question about testing repo

1.6.0 had a pretty serious bug in the server which is why it never left
testing.  1.6.1 is out now and I need to built that and get that in
testing, it just hasn't happened yet.

Migrating from 1.4.x to 1.6.x isn't too bad, especially for the client.
I've worked my university through that upgrade.
