I do not know about any other option than those two.
 From the mirror admin point of view ( I happen to run one of the 
mirrors...) , I think that making the packages provide kernel-ml-lts is 
a better option because it does not involve any change in the mirroring 
scripts. But I am fine with either way. We mirror everything anyway.
