Installed the proper Legacy drivers and they worked great.
My fault for not going back to the previous post to get the correct name.

The 13.1 version driver in the testing repo that supports your older
hardware is the *legacy* driver. It is named kmod-fglrx-legacy &
fglrx-legacy-x11-drv. So you should do:
yum --enablerepo=elrepo-testing install fglrx-legacy-x11-drv
Lets try again...
1. Uninstall the 13.1 driver from elrepo.
2. Reboot and confirm the default radeon driver is loaded.
3. Confirm you've downgraded Xorg to the last version that shipped with
6.3 (reboot if necessary)
4. yum --enablerepo=elrepo-testing install fglrx-legacy-x11-drv 5. Reboot

See above - the driver you installed was the new version which doesn't
support your hardware hence why it's showing no supported adapters.
To clarify, fglrx-x11-drv up to and including 12.4 supports your older
hardware, version 13.1 does not. There is a *legacy* version of driver
13.1 that supports older cards and the packages are named kmod-fglrx-legacy
& fglrx-legacy-x11-drv. These legacy drivers should work with older cards on
el6.4, but they do NOT support the latest version of Xorg, only the version
of Xorg that shipped with el6.3.
