[elrepo] ATI (fglrx) drivers version 15.9 & EL7

Wolfy,
That works without issue, outside of running "amdconfig --initial" post
install of the rpm. Although given the nature of amdconfig I don't believe
it should be handled by the package. Is there any chance we'll see this get
into elrepo.org repositories?
