Let me just answer that question.

The reason why kernel-ml 4.2 is not available for EL 6 is because the
4.2 code would not build under EL 6 (gcc version 4.4.7). A patch that
fixes this problem is available. However, getting the patch into the
upstream kernel (from kernel.org) is a long process. It has to go
through appropriate maintainers, etc.

Long story short, the patch was finally applied to the 4.3-rcX kernel
set. It has yet to be backported to the 4.2 kernel (in progress).
