We have updated mesa and individual Xorg drivers in the past (for 
example, see the el6 extras repo). It's certainly possible to update 
Xorg-server as Red Hat do it roughly every other point release.

RHEL 6 and 7 are both currently on Xorg-server version 1.17. Personally 
I'd suggest if you need version 1.18 then you probably need Fedora, not 
RHEL.
