[elrepo] CheckPoint Restore on Kernel-lt

Hi All,

Will the kernel options CONFIG_EXPERT, CONFIG_NAMESPACES,
CONFIG_CHECKPOINT_RESTORE ever be set in newer versions of the kernel-lt or
ml. So we can use Checkpoint Restore on a newer kernel versions.
