[elrepo] Announcement: EL7 kmod-rtl8723be package deprecated in RHEL 7.3

Following the release of RHEL 7.3, the kmod-rtl8723be package is 
deprecated in favour of the in kernel driver.

This driver was originally provided in elrepo as it was not present in 
the RHEL 7 kernel. This driver has now been included in RHEL 7.3, so 
users of this package are advised to uninstall it and revert to using 
the RHEL kernel driver.
