The perf sub-system fails to build
​ under RHEL 7.4. Therefore we have not been able to ​provide those
packages as part of the EL7 kernel-lt package set.

Alan has developed a workaround patch. We cannot really modify the kernel
source code of our official kernel-lt, but a patched set of the missing
packages can be offered somewhere else. We will update this thread once
they are ready.
