[elrepo] rebuilding kmod-joydev package from SRPM

While I haven't yet been able to test functionality, The installation of
kmod-joydev-0.0.2 on a RHEL 7.3 system via kickstart was successful. It
doesn't appear that any of the source has changed, so I don't suspect any
surprises there.
