[elrepo] help with trying to make a 4.9 LT based on the 4.4LT spec file

Alan Bartlett prepared kernel-lt packages with 4.9 but elrepo can only maintain
one LT kernel at the time, thus we don't have kernel-lt for 4.9[1]. Nevertheless,
Alan did most of the work for the spec and it has been working fine for me on
CentOS 7. I have attached the spec I have been using, I have only added the 1st
line to define the version I build. I think you can still find it in the archives
of the repo.
