[elrepo] Announcement: EL7 Updated kmod-bbswitch package [0.8-4]

There was apparently kABI breakage. The kmod-bbswitch package built
against EL 7.3 kernel, 3.10.0-514, works only for the -514 kernel. So,
it was rebuilt against the latest kernel.
