[elrepo] missing packages for kernel 4.9 version

because the spectrum of officially supported (long term) kernel trees is
wide (8 exactly). So, there must be a decision and for the above mentioned
the "difference" between 4.9 and 4.10 does not justify to have both as compared
to 4.4 and 4.10 (thats my personal explication and I'm not an elrepo member).
