[elrepo] elrepo nvidia driver and latest cuda (version 9)

The way I got around this problem using the CUDA repo on RHEL 7.4 is to install the following meta-packages:
cuda-toolkit-9-0
cuda-libraries-9-0
cuda-libraries-dev-9-0
None of these install the CUDA drivers and when I did a test install of the cuda-runtime-9-0 meta package the only missing packages were related to the drivers.
