Thanks again for the hint.  This was due to a repo configuration error. 
However with kernel 3.10.0-693.21.1.el7.x86_64 I have the same issues.

Maybe on a more general level: Is there an archive/vault with older 
ELRepo packages that one can use when it is not possible (or wanted) to 
update the kernel beyond a specific version?  I cannot find such a vault 
on the ELRepo pages.
