[elrepo] RHEL8 nvidia packages

Thanks both for the praise!

I have been holding off building nvidia for el8 as (a) I have no plans 
to run el8, and (b) I have no physical hardware available to 
develop/test packages on.

One of the reasons we have hopefully been able to do a good job with 
these packages to date is because we consume our own product, so these 
packages are developed/tested/consumed internally before they are 
released. Hence I have been somewhat reluctant to release packages for a 
new platform that are totally untested due to the inevitable support 
burden this will create and the potential reputational damage this may 
cause if/when issues arise and I am unable to fix.

What I will do is a straight port of the el7 packages to el8. The kmod 
driver will be straight forward as we have existing well developed 
templates for that. However, I will be *relying* on users to test and 
suggest/submit patches for the X11 driver package where things need 
adjustment on el8.

I'll try to get some packages into the elrepo testing repository today, 
or within the next week as a starting point.
