The spec files for elrepo's kernels packages are available in the 
kernel/el7/SPECS/ directory, the srpm ( .nosrc ) in kernel/el7/SRPMS/. 
Given its sheer size, the tarball itself must be downloaded from 
kernel.org or any of its mirrors.

I do not really understand what where you looking for at gitlab given 
that kernel.org is the canonical source of the kernel since.. almost 
forever.
