[elrepo] Enable Pressure Stall Information (PSI) for kernel-ml 4.20

Hello,

i want to use and test the PSI feature of the new 4.20 mainline kernel. 
To use this feature you have to enable the configuration in the kernel 
by setting the following "|CONFIG_PSI=y|" as described here: 
https://facebookmicrosites.github.io/psi/docs/overview

Is it possible that you compile the next kernel-ml package with 
"|CONFIG_PSI=y|" enabled?
