I added those two lines to an /etc/modprobe.d/99-usbtest.conf file and
then ran modprobe usb-storage and got no errors and it loaded ok. Since
I don't have the device I was unable to test more than that but
usb-storage in 3.10.0-957.1.3.el7 knows about the quirks parameter. It
shows up in /sys/module/usb_storage/parameters/quirks correctly though.
There is no usbcore or usb-core module in the distro kernel but that may
be because it's part of the kernel and needs the parameter passed via
the kernel command line (guesswork!).
