[elrepo] SRC RPM for nvidia-x11-drv-libs

I noticed that there is now a new libs RPM subordinate to nvidia-x11-drv;
wherein the two require each other to install properly.

Can you please post the *nvidia-x11-drv**-libs *here:-  *

It exists here

For my work I am expected to find and use the source code directly for all
such NVIDIA RPMs.
