Hi Kelly,

I'm not sure I understand your reference to cmake. You don't need to 
compile anything - all elrepo packages are binary packages ready for you 
to install.

I would suggest you download the files[1] manually from the repository 
(below) on a machine that does have internet access, and then transfer 
using a USB drive onto the machine without internet connection to 
manually install them.

[1] At a minimum you will need the latest versions of:
kmod-nvidia
nvidia-x11-drv
nvidia-x11-drv-libs

Packages for RHEL8.4 are in the testing repository.
