We did build btrfs-progs for testing but, as it turned out,
maintaining this package is not trivial and is beyond what we, ELRepo,
are capable of. I'm aware it is not in EPEL because btrfs is
unsupported/disabled in RHEL.

It looks like this userspace package is available from the CentOS sig
Hyperscale:

https://pagure.io/centos-sig-hyperscale/btrfs-progs

However it is built for CentOS Stream 8 or 9, so may or may not work
on RHEL 8. Sorry I cannot be of any help.
