I am unable to replicate your issue on RHEL 8.7 fully updated.

What distro are you running? Any issues on the mirror you are using (are 
the packages available)?

Are you able to download packages manually and install from:

https://elrepo.org/linux/elrepo/el8/x86_64/RPMS/

My guess is you don't have the el8.7 kernel installed/available.
