[elrepo] EL7 End of Life

Hello list,

Following the upstream End of Life of RHEL7 on 30th June 2024, the 
ELRepo Project will no longer be offering content for el7.

An updated elrepo-release package (version 7.0-8.el7) has been released 
which will disable elrepo repositories.

Content will be removed from the repositories, but will remain in 
archive mirrors so long as those mirrors wish to continue carrying that 
content.
