I was after a 'recent' long term kernel for el9 - and noticed kernel.org has 6.6 as a long term release stream, so was just wondering why there wasn't an EL Repo kernel-lt build to match ?

We don't have such plans at the moment. When the current kernel-lt
(6.1.x for el9) approaches end of life (projected Dec 2026), we will
go through a process of selecting a new best suitable candidate to
replace it. The later half of 2026 will be the time to have that
discussion.
But if you have a compelling argument or reason for updating the
kernel-lt version earlier, we can discuss it now.
