[elrepo] Announcement: EL8 NVIDIA open kernel driver availability

 Announcing the availability of the NVIDIA open kernel driver package into the EL8 repository.
This NVIDIA driver set introduces the "kmod-nvidia-open" package which supports Turing and later GPUs.  It is required for Blackwell and later GPUs.
If you are unsure of which kmod driver package to use, our "nvidia-detect" utility will recommend the appropriate kmod package.
If you currently have the kmod-nvidia installed, you can switch to the kmod-nvidia-open using the command:dnf install kmod-nvidia-open --allowerasing
