There is no CentOS 9, only CentOS _Stream_ 9 which is *ahead* of RHEL so 
uses a newer kernel than RHEL or any of its clones. ELRepo kmods only 
work with current RHEL kernels not with future ones.  Use 
RHEL/Rocky/Alma or maybe OEL and they should not have this problem.
