[elrepo] Announcement: NVIDIA packages [195.36.03] withdrawn from elrepo-testing due to bug

Nvidia recently announced they are withdrawing a number of drivers due 
to a bug that affects the beta release version 195.36.03 currently in 
elrepo-testing. For more information, see:

As such, we are also withdrawing this driver and recommend users testing 
this beta release revert to the 190.53 driver in the main repository.
