[elrepo] Announcement: EL7 kmod-rtl8192cu package deprecated in RHEL 7.3

Following the release of RHEL 7.3, the kmod-rtl8192cu package is 
deprecated in favour of the in kernel driver.

This updated driver was originally provided in elrepo to provide 
additional support for hardware that was not yet supported by the RHEL 
kernel driver. This driver has now been updated in RHEL 7.3, so users of 
this package are advised to uninstall the elrepo package and revert to 
using the RHEL kernel driver.
