Hi Harry,

Unfortunately no, the files aren't available in a git style repository. 
The spec files are available separately on our server (e.g,
http://elrepo.org/linux/kernel/el7/SPECS/) so you could import them 
yourself and track changes going forward if you wish. I'd be happy to 
pull them from you as a merge request to the elrepo github repository. 
Otherwise, hopefully the changelog documents most major changes.
