[elrepo] RH Satellite 6.6 - unable to sync repository - 406 Not Accepted

As a point of reference, I've been syncing ELRepo with Sat 6.5 (and 6.4, 6.3, 6.2, 6.1) for years.  I've not upgraded to Sat 6.6 though.

In the process of migrating from RH Satellite 5.8 to 6.6, I have run into an issue with synchronizing the elrepo repositories.

The same happens for the el8 paths as well.

Has anyone else encountered this or have a suggestion?

Attempts to retreive the referenced files via curl succeed without any issues. I presume there is some header being passed which is causing this. I have a support ticket open with Red Hat already, but all that has been offered so far is a suggestion to use a mirror site instead.
