Quick followup.  I asked on the kde-fedora list about the possibility of 
an update in the base RHEL.  Short answer: no - and an explanation. 
Mock rebuilt it for me from the Centos 8 srpm but I didn't persuade 
yum-within-mock to use it.  Meanwhile the Fedora 33 package has also 
been rebuilt for el7 and is in copr - and I have it installed.    I have 
also built and installed a set of MythTV packages using it.  They gave 
problems at runtime, and I have reverted to last week's set, but I have 
no reason to suppose that the taglib update is at fault.
