those packages provide support for additional formats but still for the 
version provided in the main repositories

well.. similar as in adequate for other formats, not as replacements

taglib being provided by the main distro repos, may not be replaced by 
anything in EPEL. I did a quick search and I did not find any newer 
version of taglib packaged for EL7.

your best bet is to grab the source rpm for a newer version from EL8 or 
Fedora and rebuild it yourself. or...  well... find someone willing to 
do that for you.
