[elrepo] bpftool, perf, and python3-perf

It seems like the update of kernel-ml to 6.5.4 didn't include the bpftool, perf, or python3-perf packages. Was this intentional, and will they be missing from new versions going forward? If so, should we revert systems that currently have them back to Red Hat's versions, so that they'll continue to receive updates from them?
